Germany actually wanted to introduce on October 15, 2020 that travelers from risk areas must pre-register online. This should replace the previous exit cards or the obligation to report to the local health authorities. The forced quarantine is not expected to start until November 8, 2020. The introduction of the electronic pre-entry notification will also be postponed to this date.

This will not only affect flight passengers, but also people who travel to Germany by train, bus or car. Paper forms then no longer have to be filled out. According to previous government statements, the local health authorities should have access to the online pre-registrations. Basically, the same data must be given as previously on the paper forms. Germany also wants to use the online pre-registrations for law enforcement, which is controversial in terms of data protection law. There is already a disagreement with the EU anyway, because the PNR database is only intended for solving serious crimes, but the Federal Republic also has access to Corona. According to the EU Commission, this practice is illegal. Corresponding proceedings against Germany are already underway.
