Preparations for the European entry and exit system at Innsbruck Airport

Innsbruck Airport is expanding its border control infrastructure by erecting temporary container buildings directly on the apron. This measure is in preparation for the new European Entry/Exit System (EES), which will introduce improved digital controls for citizens of third countries.

Since the time required per passenger increases due to the collection of biometric data such as facial scans and fingerprints, the capacity of the existing terminal building is no longer sufficient during the busy Saturdays of the winter season. The Ministry of the Interior provides the technical hardware and security personnel, while the airport operator bears the costs for the building structure and logistics. The additional security checkpoints on the tarmac are scheduled to go into operation at the start of the winter season at the end of December 2026.

Furthermore, the airport bears the costs for air conditioning and heating the premises, the necessary ground staff for passenger assistance, and the bus shuttle transport of passengers from the aircraft to the container stations and onward to the main building.

Assessment of the processes and critical evaluation

The construction of containers on the apron highlights the challenges faced by smaller and medium-sized regional airports in implementing European security regulations. While large hub airports can often integrate expanded security lanes into existing terminal extensions, existing buildings like the one in Innsbruck reach their structural limits.

Whether outsourcing security checks to the apron will lead to a smooth process remains to be seen. Boarding buses and the stopover in the container facilities represent an additional step for arriving passengers. Especially in winter weather conditions with snow and low temperatures, managing passengers across the tarmac requires increased logistical effort. However, airport management is confident that creating this additional capacity will prevent long waiting times in the main arrivals hall. Real-time operation from the end of December 2026 will show whether the combination of police technology and temporary infrastructure can withstand the winter season's surge in passengers.
