The People's Republic of China is gradually opening up to tourists again. For example, while flights from Germany are allowed, nothing changes for the United States.

China is easing travel restrictions and allowing charter flights from eight countries: Japan, South Korea, Singapore, Germany, the United Kingdom, Italy, France and Switzerland. The United States is still left out. 

Previously, unscheduled flights had to be announced and approved in advance. The Chinese government deliberately ignored such a request from the USA and thus violated a bilateral agreement. This view is at least the US Department of Transportation, like ch-aviation.com reported.
