In the Federal Republic of Germany, many travelers are evidently avoiding quarantine and free corona tests in which the passenger locator card, which has been heavily modified by the authorities, is provided with false information. Germany does not use the standard international form, but has adapted it.
The responsible office in Hesse explained to the Bildzeitung that it is often impossible to find passengers who have entered from risk countries, as incorrect information is given on the so-called "exit cards". On some days, even four out of five slips of paper handed in would be filled with fake data. The Hessian authorities are responsible for the largest airport in Germany, Frankfurt am Main. A ministerial official from another German state also reports this situation and adds that the name "Mickey Mouse" is entered as the passenger name on every fifth form.
The problem is obviously that the German authorities do not consider it necessary to check the information provided by the travelers on the spot, at least for plausibility. Other countries are much more orderly or have introduced electronic travel advance notifications (e.g. Greece, Cyprus, Spain). This is exactly what is supposed to happen in Germany, but the princes of the individual federal states are arguing about the exact implementation.
However, should an electronic pre-entry notification come in, it is planned that a quarantine will be introduced for all returnees from risk areas from October 1, 2020. They should be able to be tested at the earliest five days after entering the Federal Republic of Germany, and if the result is negative, the quarantine can be ended. Otherwise it will take 14 days. But at the “Corona Summit”, which the “Princes” held with Chancellor Angela Merkel, it also became clear that the quarantine cannot be controlled with the current system. In addition, rail and road travelers can simply conceal their true whereabouts and can simply specify Austria instead. In this way, quarantine and, at the moment, mandatory testing (from risk areas) can be bypassed.
In Austria, by the way, at the end of June 2020, Federal Chancellor Sebastian Kurz promised an electronic travel pre-registration for people who want to travel to the Alpine republic from risk areas. However, this topic does not seem to enjoy a really high priority - at least for the time being - and is likely to have disappeared in the drawer, at least for the time being. The "European law-compliant minimum prices for flight tickets", a prestige project by Environment Minister Leonore Gewessler, was also extremely quiet.
