Hungary is extending the isolation that has been in place since September 2020 until at least March 1, 2021. Apart from citizens and people residing in this country, entry is quite cumbersome.
There are numerous exceptions, but the border police often make individual decisions. A new quarantine form must be submitted to the control at Budapest Airport. This can under this link. Merely passing through Hungary is possible on special transit corridors.
Unless you fall under an exception that is exempt from quarantine, a ten-day quarantine must be entered. This can be shortened if two PCR tests are carried out in Hungarian laboratories every 48 hours within five days. If a negative PCR result, which was issued in the Schengen area, in the USA or in Canada, can already be presented upon entry, this will be recognized and then only one test must be carried out in Hungary. However, the report must be in English or Hungarian. A list of those in Hungarian laboratories that are approved is provided at this link.
As of February 2, 2021, the following groups of people are exempt from the test and quarantine obligation, provided that appropriate evidence can be presented:
- Freight transport
- Business travelers
- Cross-border commuters, maximum 30 kilometers radius, maximum 24 hour stay
- Hungarian, Polish, Czech and Slovak nationals traveling between these countries
- Holders of diplomatic or service passports
- People who can credibly prove when crossing the border that they had already contracted COVID-19 within six months before crossing the border
The Hungarian authorities offer persons who do not fall under any exception the possibility of applying for a special permit to enter the country. These must with this link be submitted to the police in Hungarian or English.
The executive can grant exemptions for the following reasons:
- Participation in judicial or administrative proceedings in Hungary, which can be proven with a Hungarian document issued by the Hungarian Court of Justice
- Use of medical care with a corresponding confirmation
- Compulsory study and examination with a confirmation from the educational institution
- Travel in passenger traffic to perform work with a confirmation from the employer
- Participation in family celebrations (marriage, baptism, funeral)
- Care and care of family members
