US extends sanctions against Russian aircraft manufacturers

The United States of America has updated the list of individuals and entities subject to sanctions in response to the war on Ukraine. The Rostec Group and all of its affiliated aircraft manufacturers are now specifically covered by the trade restrictions.

Many years ago, the Russian Federation combined most of the aircraft manufacturers into the United Aircraft Corporation. This holding company became a subsidiary of the state-owned Rostec concern a few years ago. These and the UAC are now expressly covered by US sanctions.

In detail, the following Russian companies relevant to the manufacture of aircraft were placed on the sanctions list:

  • United Aircraft Corporation (holding company of the Russian aircraft manufacturers; itself a subsidiary of Rostec) - including all subsidiaries, in particular:
  • Irkut
  • Ilyushin Design Bureau
  • Tupolev Design Bureau
  • Sukhoi

However, there are exceptions. A few selected transactions with Rostec and its subsidiaries will remain permitted up to and including August 11, 2022. Also excluded are transactions involving aircraft or other goods related to the sanctioned companies but located entirely outside of Russia and used solely for civilian purposes.

The current sanctions are significantly stricter than the previous designation of UAC and its civilian and military subsidiaries as military end-users in December 2020. Military end-users can still source goods from the US with special permission, while OFAC-sanctioned entities are subject to a blanket ban on all transactions with a US company, person or product.
