Apparently there is no consensus within the German federal government on how to deal with test obligations for those returning to travel. So far, only people arriving in Germany by plane have been recorded. Health Minister Jens Spahn (CDU) intends to extend it to all modes of transport.

In an interview with the daily newspapers of the Funke media group, the government member stated that in future all people who want to enter the Federal Republic from abroad will have to submit a negative corona test. Except for fully vaccinated people.

But there are headwinds within the government: SPD Justice Minister Christine Lambrecht is quoted in the report as saying that she considers such a comprehensive test obligation to be disproportionate and therefore rejects it. There is therefore a need for discussion within the Federal Government. Meanwhile, some country leaders are pushing for tightening for those returning to travel.

A report in the daily newspaper Welt shows that the system practiced so far does not really work. The local health authorities would hardly carry out checks on quarantine and test obligations. You simply can't keep up with the high number of entry registrations. In addition, there is the possibility of submitting the form not online, but by post. It is precisely this route that should be used frequently and overload the offices. The number of unreported cases of those people who, despite the obligation, do not submit an entry registration at all, is extremely high. At the German airports - coming from the Schengen area - controls are only carried out on a random basis.
