The Russian government wants to further promote the production of commercial aircraft in its own country. Due to international sanctions, the country currently has no access to Western aircraft or components.

The state-owned company Rostec, which also includes the UAC aircraft manufacturers, is to receive around 283 billion Russian rubles from the government in the form of an almost interest-free loan. The financial resources will be used to ensure that 2023 commercial aircraft can be manufactured by 609. This concerns the machine types Il-96-300, Tu-215, Il-114-300, MS-21 and SSJ-100.
