Finland is currently the only EU country not doing so badly when it comes to new corona infections. With this, the government justifies that the borders will be kept closed until at least December 13, 2020. According to a statement, there is absolutely no reason to relax the restrictions within the Schengen area.
The consequence of this is that tourist entry is almost impossible. There are exceptions for business trips or important reasons and in particular small border traffic with Sweden and Norway. Otherwise, entry is currently reserved for residents of Finland, regardless of nationality.
If you are authorized to enter Finnish territory, there is a ten-day quarantine coming from abroad. In order to be able to “abbreviate” this, two PCR tests must be passed negative. Finland recommends that its residents not leave the national territory, but there is no explicit ban.
