So far, tenders for subsidized routes between Sardinia and mainland Italy have been “tailored” to Alitalia. Since this carrier will cease flight operations on October 14, 2021, the regional government rewritten the so-called PSO routes.

One chooses the "express route", which has been approved by the Ministry of Transport and the EU Commission, because the tender is not open. Only those eleven carriers from which offers have been requested are allowed to participate. These are Ryanair, Easyjet, Volotea, Blue Air, Vueling, DAT, Blue Panorama Airlines, Neos, ITA, Air Malta and Wizz Air. Other airlines operating in Italy were not invited.

In the course of the change from Alitalia to ITA, the subsidized routes cannot be taken over, regardless of the brand under which they are flown. A new tender is required for this. However, this has been "forgotten" for a very long time in Sardinia and now has to resort to a kind of "emergency award".
