As part of the so-called seventh freedom of aviation, Montenegro Airlines intends to operate some routes from Tuzla. While the Netherlands has approved a route to Amsterdam and Turkey a route to Istanbul, other countries are declining.
Specifically, Germany, Austria, Denmark and Sweden are refusing the green light needed to operate non-stop flights from Tuzla to the countries mentioned. The background is that Montenegro Airlines is a third-country carrier and therefore requires official approval in order to be able to fly under the so-called seventh freedom. Of course, Bosnia supports the project because its civil aviation authority already has the necessary permits. But that is not sufficient, because this is necessary from the offices on both sides of the respective route. Sweden, Denmark, Austria and Germany deny Air Montenegro permits. This does not affect flights offered from the territory of Montenegro. According to a report from the “Klix” portal, the carrier has not yet received any feedback from the authorities in Luxembourg, where the Tuzla-Luxembourg route was requested.
Air Montenegro wants to build a base in Tuzla. Subsidies have also been applied for, as the closure of the Wizz Air Base has left numerous gaps. Those responsible in Bosnia want to close these with the help of other carriers. Air Montenegro wants to get its share of this cake, but the project seems to be able to be implemented - if at all - only to a very small extent, as it does not have a BiH AOC or an EU AOC and therefore relies on the special permits that are granted by the Most EU states in which you have applied are refused.
